§ Sir R. Russellasked the Secretary of State for Foreign and Commonwealth Affairs if he will set out in the OFFICIAL REPORT the criteria by which he estimates that the East African Commonwealth countries are depriving the United Kingdom of reverse preferences, in view of the fact that the Congo Basin Treaties prevented these territories from granting any preferences for more than 80 years.
§ Mr. LuardThe East African Community, by the terms of the Arusha Convention concluded with the European Economic Community—but not yet in force—would grant preferences to certain commodities exported by the European Economic Community. They would, of course, thereby impair the prospects of our own exports of these commodities, which previously enjoyed parity of treatment, to the East African Community.
