Mr. Arthur Lewis

asked the Minister of Technology to what extent, in drawing up the White Paper on the economic effects upon Great Britain's entering the Common Market, consideration was given to the economic effects of Great Britain being prevented from assisting in or directing industries in general and new industries in particular to distressed areas and taking action to prevent industrialists exporting their capital and building new factories in Europe.

These questions were taken into account. The Treaty of Rome recognises the importance of policies designed to bring about a better balance of economic activity within member countries. If the United Kingdom joined, we would expect to continue to pursue a vigorous distribution of industry policy
