§ Mr. van StraubenzeeOver 10,000 full-time nursery places are being provided in priority areas under the first two phases of the urban programme. Proposals to provide additional places will be eligible for consideration for the third phase, submissions for which were invited last month. The response to the invitation will provide a useful indication of the number still needed.
