Mr. Bradley

asked the Minister of Transport whether in view of his decision not to implement the quantity licensing provisions of the Transport Act, 1968, he will make alternative proposals for diverting heavy traffic from road to rail.

Mr. Peyton

The hon. Member will recall that the previous Government's White Paper on the transport of freight Cmnd. 3170, made it clear that quantity licensing was not intended to be a means of diverting traffic to rail uneconomically. I have no reason to think that traffic will not be carried by rail where this is economic and efficient.
