asked the Minister for the Civil Service if he will set a time limit for the full implementation of the National Board for Prices and Incomes Report No. 146 on the pay and conditions of industrial civil servants; and if he will make a statement.

The recommendations made in the report for the next round of central pay negotiations have all either been implemented or are still under negotiation with the trade union side. It would not be appropriate to set a time limit on the negotiations but both sides are equally anxious to reach agreement as quickly as possible.

The recommendations for the longer term are couched in much more general terms and require a good deal of study and consultations before they can be translated into practice. I cannot predict when it will be possible to announce the outcome.

asked the Minister for the Civil Service why industrial civil servants do not receive the same pay and conditions in respect of extra leave as non-industrial civil servants with the same length of service.

Mr. David Howell

The question of extra leave for certain grades of industrial civil servants is at present under review, and the leave arrangements for non-industrials will be among the considerations taken into account. The lower non-industrial grades do not, however, all get extra leave based on length of service.
