asked the Minister for the Civil Service if he will give the criteria by which he will adjudge the need of a Department of State to have working within it a pathfinder from industry.

Mr. David Howell

Appointments from outside the Civil Service are being made when the Government considers that the individuals concerned have special skills or experience which are relevant to the problems and tasks of the Departments concerned.

Mr. Golding

asked the Minister for the Civil Service what steps he has taken to recruit business men into the Civil Service; and what effect this will have on the promotion prospects of established civil servants.

Mr. David Howell

Six business men are joining the Government. Their first task will be to examine and recommend improvements in the decision-taking apparatus of government and the management of government activities. They will have no effect on the promotion prospects of established civil servants.
