§ Mr. Goldingasked the Secretary of State for Education and Science what representations she has received from the National Union of Teachers on Circular 10/70; and what reply she has given.
§ Mrs. ThatcherI met a deputation from the National Union of Teachers on 13th July. They expressed their concern that Circular 10/70 had been issued without prior consultation. I explained that the withdrawal of Circular 10/65 was an implementation of an Election pledge. I assured the N.U.T. that I would consult teachers associations in future before issuing circulars dealing with matters of educational policy.
