Mr. Arthur Lewis

asked the Secretary of State for Employment and Productivity whether he will give the number of positions of assistant under-secretary of state and above this rank who are in his Department; how many of these vacancies are filled by officers who entered the Civil Service in the clerical and executive grades; what percentage this represents and how this compares with the Civil Service as a whole; and whether he will make a statement on industrial relations and career advancement in his Department.

Eighteen, of which 5 are filled by officers who entered the Service in the executive—or equivalent—grades. This represents 28 per cent. of the total and compares with 14 per cent. for the Service as a whole on 1st January, 1969. Staff relations are governed by the Whitley machinery and normal Civil Service promotion procedures operate.
