asked the Minister of Overseas Development whether the Government accept Recommendation No. 595 on the rôle of the Council of Europe member states in the Second United Nations Development Decade which was adopted by the Consultative Assembly of the Council of Europe on 28th January, 1970; and whether they will comply with the proposals contained in paragraph 13 of this recommendation.

The subjects covered by this recommendation range very widely. Her Majesty's Government agree that member countries of the Council of Europe have an important part to play in the development process. With regard to the target of 1 per cent. of gross national product in total official and private flows to developing countries, I would refer my hon. Friend to the answer I gave on 9th July to the hon. Member for Caithness and Sutherland (Mr. Maclennan).—[Vol. 803, c. 820.]
