§ Mr. Peter WalkerThe Alkali Inspectorate have power to enforce the provisions of the Alkali etc. Works Regulation Act, 1906, that industrialists shall use the best practicable means to minimise and render harmless emissions discharged to atmosphere from registered processes. I regard these powers as adequate. I am at present considering the questiton of the adequacy of staff, but I ought to make it clear that the progressive minimisation of objectionable emissions from chemical and other registered industries is primarily a matter of technological advance and application rather than one of enforcement.
