asked the Secretary of State for Scotland if he will seek power to review decisions concerning the withdrawal of licences for premises to hold bingo sessions in view of the effect on the tourist industry.

Before the licensing provisions of the Gaming Act, 1968, came into operation on 1st July, 1970, premises were not required to be licensed for gaming and accordingly there is no question of licences having been withdrawn. Applications for a licence under the Act have to be accompanied by a certificate of consent from the Gaming Board and I do not consider it appropriate that I should take power to review either the decisions of the Board or those of the licensing court. In the latter case, the statute provides for a right of appeal to the sheriff.
