Mr. Arthur Lewis

asked the Minister of Housing and Local Government what will be the total cost to the London Borough of Newham involved in the strengthening of the tower blocks as a result of the Ronan Point disaster; what methods he intends to approve for the council to raise the balance between this total and the Exchequer grant proposed, other than increasing rents or rates; and by how much they have informed him that rates will have to be increased to find the full amounts involved.

Newham estimates total cost of £1.8 million, including items inadmissible for grant. After making allowance for insurance payments and grant, this leaves loan charges equivalent to just under a penny rate, together with a loss of revenue of £300,000. It is for the council to decide how its share of the cost should be met.
