Mr. Kilfedder

asked the Secretary of State for the Home Department if, in view of the fact that on an equivalent basis to England and Scotland, the total electorate in Northern Ireland is entitled to 17 Members of Parliament and not 12 as at present, he will extend the terms of reference of the Crowther Commission specifically to include consideration of the need to give fairer representations to Northern Ireland.

It is already open to the Commission to make recommendations on this matter if it so wishes.
