Mr. Arthur Lewis

asked the Chancellor of the Exchequer whether he is aware of the shortfall in revenue to the Treasury due to the number of motorists who do not pay their road fund licences; and whether, as a means of ensuring a more equitable form of taxation and to reduce the pressure on the roads, he will introduce a system of nominal registration of vehicles on a fixed charge basis and an increase in the petrol tax to compensate for the loss of revenue from the abolished road tax licence.
