Mr. David Howell

asked the Secretary of State for Social Services how many letters of complaint he has received arising from the proposal under the National Insurance (Classification) Amendment Regulations, 1969, to remove from temporary office and other secretarial staff a right to work on a free-lance basis.

The proposed Regulations do not impose changes in the terms on which temporary staff may be employed. They are intended to ensure that employed persons' contributions are paid in respect of temporary staff who work as employed persons. Before the draft Regulations were considered by the National Insurance Advisory Committee details of the proposals were sent to some 1,500 employment agencies. The Committee received 24 representations 17 of which were objections.
