Mr. William Hamilton

asked the Secretary of State for Scotland how many local authorities and individuals and other organisations have to the latest convenient date protested against the speed with which they are being asked to formulate their views on the Wheatley Commission proposals; and what reply he has sent.

Eleven, including one from the Association of County Councils.

The replies have pointed out that observations are required at this stage only on the basic structure and division of functions; that the four months allowed for consideration of these general issues ought to be sufficient; and that any delay of more than a week or two would seriously impede progress.
