asked the Secretary of State for Scotland what consideration he is giving to the creation of a Scottish Ports Authority responsible to the Secretary of State for Scotland, in view of existing precedents; and if he will make a statement.

I have naturally considered this, but my present view is that a separate Scottish Ports Authority operating independently of a National Ports Authority would be less advantageous to the Scottish economy than the proposals now before Parliament.
