§ Mr. Moreasked the Minister for the Civil Service in what circumstances the rules of the Service permit an executive officer in the Department of Health and Social Security, who has sought and failed to obtain authority to publish or disclose information which he believes is being unnecessarily withheld from the public, to lay the matter before a Member of Parliament.
