asked the Minister for the Civil Service in what circumstances the rules of the Service permit an executive officer in the Department of Health and Social Security, who has sought and failed to obtain authority to publish or disclose information which he believes is being unnecessarily withheld from the public, to lay the matter before a Member of Parliament.

The disclosure of official information without authority would naturally include such disclosure to a Member of Parliament.
