asked the Minister of Housing and Local Government if he will introduce legislation to ensure third-party insurance on water-skiers taking part in the sport in British coastal waters.

Neither my right hon. Friend the President of the Board of Trade nor I see any reason for such legislation. Local authorities in coastal areas already have powers to make bye-laws to deal with the problems which may be created by water-skiers in relation to other users of coastal waters. I hope these powers will be used and also that water-skiers will take note of the publicity given to the need for third-party insurance.
