§ Mr. EnnalsSome of our proposals for regulations have already been published in the White Papers dealing with the scheme. We shall certainly give the House, and interested organisations, as much information as possible, but I cannot undertake that all the details of proposed regulations will be published in advance of submission of the regulations to Parliament.
