asked the Secretary of State for Scotland what is the average time taken by his Department to answer letters from hon. Members; and what action he is taking to expedite these replies.

Correspondence from hon. Members is already dealt with as expeditiously as possible. Delay is unavoidable when information has to be obtained from outside the Department, but most replies are sent within about three weeks.
