asked Her Majesty's Government:

Whether, in view of the promises by the T.U.C. and C.B.I. of strong support for the work of the Institute of Manpower Studies and the promises by a number of firms of substantial financial assistance, the Government intend to give similar support.

LORD SHACKLETON

Yes. The Institute is at present financed almost entirely by voluntary subscriptions from firms who believe that there is need for research into improving the use of manpower. The Crown as a major employer also shares directly the interests of the firms who have become Founder Members of the Institute. The Civil Service Department will therefore become a Founder Member of the Institute of Manpower Studies, on behalf of all Government Departments, and will, subject to Parliamentary approval, undertake to make an annual grant in aid of not more than £5,000 a year for a period of five years.

Parliament will be asked in due course to approve the necessary Supplementary Estimate of £5,000 to cover the grant for the first year. Meanwhile, this sum will be paid from the Civil Contingencies Fund.
