Mr. Arthur Lewis

asked the Secretary of State for Education and Science whether, as a means of resolving the teachers' pay dispute, he will take steps to appoint a special arbitration tribunal with terms of reference to include a settlement on the basis of parity of treatment of teachers in increased salaries to other recent increases paid by the Government.

The terms of reference of an arbitral body on teachers' pay are for agreement between the two sides of the Burnham Committee or, in default of agreement, for the Chairman. It is, of course, open to the teachers' panel to argue in its evidence at arbitration on the basis of comparisons with the pay of other employees.
