41. Mr. Kenneth Lewis

asked the Secretary of State for the Home Department whether he will give an undertaking that no immigrant will be allowed to stay in the United Kingdom unless he has a bona fide entry certificate, and that no exception will be made to this procedure.

Immigration officers are under standing instructions, which are departed from only in exceptional compassionate circumstances, to refuse admission to Commonwealth citizens coming for settlement as dependants unless they have entry certificates granted for that purpose.
