asked the Secretary of State for the Home Department how many people died in each of the last two years in upstairs rooms through being trapped by fire; and what action he is taking to stimulate investment in fire escapes.

In 1968, 131 persons in England and Wales died in upstairs rooms either through being overcome by smoke or heat, or by being trapped without means of escape. Figures for 1969 are not yet available. Structural precautions are usually the best way of improving means of escape and fire authorities are always ready to advise in individual cases.
