§ Mr. Boydenasked the Minister of Public Building and Works what steps his Department has taken to carry out recommendation 3 b of the Phelps Brown Committee, namely, that there should be a firm commitment of building and civil engineering scheduled starts for the next financial year, that there should be a provisional commitment of 75 per cent. of the programme for the second year and an announced preliminary programme for the third year.
