asked the Prime Minister what is the practice of all Government Departments that may be concerned with experiments of a scientific character, regarding the use of human beings in such experiments.

The Prime Minister

All Government Departments are bound to adhere most strictly to the volunteer principle where-ever scientific tests involving human beings as subjects are concerned.
