asked the Minister of Housing and Local Government how many dwellings in England and Wales are currently under-occupied; how many of those dwellings are council owned; and how many of them are existing controlled tenancies under the provisions of the Rent Act 1957.

There is no generally accepted definition of what constitutes an under-occupied dwelling. In 1966 however 5.4 million households had more than two rooms per person. Of these 0.9 million were in local authority dwellings; it is not known how many had controlled tenancies. No later figures are available.
