Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether he is aware of the practice of evading payment of road fund licences, not registering vehicles, and parking on yellow band areas, relying on the fact that, there being no record of ownership, a ticket fine is unenforceable; whether he is satisfied that the method of traffic wardens going to the addresses of the last registered owner will overcome this problem; and if he will make a statement.

My right hon. Friend is aware of the difficulties that face the Metropolitan Police in enforcing these provisions, and of the measures being taken by the Commissioner to overcome them. I hope that the employment of traffic wardens will help in the enforcement of the law relating to parking and will also reduce the burden that would otherwise fall on regular members of the force.
