asked the Secretary of State for Scotland whether he will now make a statement on the proposal to establish a Passenger Transport Authority for the Glasgow area.

I have now completed my study of the views expressed by local authorities and other interested parties during the consultations carried out by my hon. Friend the Minister of State. Taking these opinions into consideration, together with the clear need for a planned and co-ordinated system of public transport which was brought out in the Report of the Greater Glasgow Transportation Study, I have decided to set up a Passenger Transport Authority in the Greater Glasgow Area under the provisions of Part II of the Transport Act, 1968. I am arranging for letters to be sent to all the local authorities concerned proposing that consultations should be held with them, in the first instance informally, to consider the precise area to be designated and the composition of the new authority. The local authority areas which I am proposing should form the basis of consultation are as follows:
