§ Mr. SkeffingtonIf a legal obligation is dishonoured, local planning authorities have the power to proceed against the developer. Local planning authorities have power, within limits, to create those legal obligations by specifying conditions under which development can take place. I do not think new legislation is needed, but I will, of course, look at any special problem.
