§ Mr. Denis HowellIt is already an offence knowingly to pollute rivers and streams but we are considering whether any changes are required. In addition, since no legislation can prevent spillages entirely, my right hon. Friend is taking expert advice on the guidance which he might offer to river authorities on means of dealing with a spillage when it occurs.
