4. Mr. Biggs-Davison

asked the Secretary of State for Foreign and Commonwealth Affairs why the United Kingdom representative on the United Nations Security Council voted on 9th December, 1969, for a resolution condemning Portugal for alleged shelling of Senegal territory.

Mr. Foley

We voted in favour of the resolution because we considered that the facts were not seriously in dispute.

asked the Secretary of State for Foreign and Commonwealth Affairs on how many occasions in the past three years has the British representative in the Security Council voted in favour, against, or abstained on resolutions concerning alleged military incursions by Portuguese forces against the territory of member states of the United Nations in Africa; and what were the dates of these resolutions.

The British representative on the Security Council has once voted in favour, on 9th December, 1969, and twice abstained, on 28th July, 1969, and 22nd December, 1969.
