§ Mr. Boyd-Carpenterasked the Secretary of State for Foreign and Commonwealth Affairs why the normal requirement of his Department that the consent of both parents is necessary before a tourist card is issued to a minor was waived in a case, particulars of which have been sent to him, where the father was an employee of United Nations Educational, Scientific and Cultural Organisation; and whether it is a general practice not to apply the normal rule where one parent works for the United Nations Educational, Scientific and Cultural Organisation.
§ Mr. FoleyThe tourist cards in question are issued by the Mexican authorities and it is for them to decide whether the regulations are waived or not. Her Majesty's Government, therefore, have no standing in this matter.
