Mr. Arthur Lewis

asked the Secretary of State for Foreign and Commonwealth Affairs whether he is aware that the present method adopted by Her Majesty's Government to select Members as delegates to the Council of Europe is non-elective and inequitable, and that under this system the same people are sent on every occasion whilst others are not given the opportunity; and whether he will seek to arrange a fairer method by an all-party selection committee under the chairmanship of Mr. Speaker.

This is not a matter for me, but I understand that the method used, agreed through the usual channels and continued by successive administrations, is aimed at securing opportunities for a selection of Members to participate and for them to serve sufficiently long both to benefit from the experience and to make a full contribution.
