asked the Secretary of State for Education and Science if she will seek powers to make additional grants for alterations to school buildings necessitated by reorganisation schemes.

No, because I think that any additional capital resources which can be made available should be applied to primary schools, Authorities can, if they so wish, use their allocations for building for raising the school-leaving age and for minor works to carry out alterations to school buildings which will help reorganisation. Further help is often given by projects authorised in the major programme to meet basic need.
