Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether he is aware that the Police Federation have declined the offer of a 10 per cent. salary increase; and, in view of the Government's award of 51 per cent. to the higher paid civil servants and chairmen of the nationalised boards as made during the three year period ending July, 1971, if he will take steps to make a similar offer to the Police Federation.

I am aware of developments in the negotiations. It is for the official side of the Police Council to make offers to the staff side. The offer made by the official side on 11th December was as followsAn immediate increase of 10 per cent. for all ranks from constable to chief inspector with effect from the date of expiry of the previous agreement (1st September, 1970), coupled with a further examination by the Police Council to work out the further special increases justified by the particular problems of the need to improve recruitment and reduce wastage. Any such special increases arising from the second part of this offer as are subsequently agreed in the Police Council will also be effective from 1st September, 1970.
