Mr. Bishop

asked the Secretary of State for Social Services if it is his policy that local authorities should make provision for over 16 years old severely mentally handicapped people to attend adult training centres; and what guidance he is giving in this matter, having regard to the representations made by the honourable Member for Newark.

Mr. Alison

Local authorities' responsibility for the care of the mentally handicapped includes the provision of centres or other facilities for the training and occupation of adults according to their needs and capacities. As my right hon. Friend informed the hon. Member for Smethwick (Mr. Faulds) on 1st December he expects to issue policy guidance on the services for the mentally handicapped probably in the early spring.—[Vol. 807, c.327.]
