asked the Secretary of State for Foreign and Commonwealth Affairs if he will place in the Library a copy of the speech by the Chancellor of the Duchy of Lancaster to the Committee of Ministers of the Council of Europe on 11th December, 1970.

No. The speech was in fact delivered by my hon. Friend the Under-Secretary of State on my behalf. It was made at a private session of the Committee of Ministers of the Council of Europe and it is not customary to publish the text.
