§ Mr. Milneasked the Secretary of State for the Environment if he will issue a circular to local authorities in regard to warm housing standards for old people and the introduction of cavity and roof insulation, double glazing and other heat-saving methods in all houses built for occupation by old people.
§ Mr. AmeryA circular was issued to all local authorities in October, 1969 laying down minimum standards for council housing specially designed for occupation by old people. The minimum standard for space heating is, put shortly, an installation with appliances capable of maintaining a temperature of 21° C (70° F) throughout the dwelling. In addition to this heating requirement, the Building Regulations 1965, which apply to all new dwellings or extensions or alterations to dwellings, provide for certain standards of insulation to roofs and external walls and to floors which are permanently exposed to the external air.
