Mr. Arthur Lewis

asked the Prime Minister whether he is aware that the industrial dispute in the electrical supply industry has shown a lack of preparedness for a national emergency; and whether he will institute a national board or commission to investigate ways and means of ensuring that in any national emergency the basic services such as heat, light, water, hospitals, police and other essential services are able to continue even on a modified basis.
