asked the Secretary of State for the Environment whether he will consult local authorities with a view to seeking powers to relieve the problem of homeless individuals and families who do not fulfil local residential qualifications for local authority housing or who have special needs for local authority housing in areas where they are not at present resident; and whether he will make a statement.

The allocation of lettings is by statute a matter for each housing authority; but authorities have repeatedly been advised to abolish residential qualifications or keep them to a minimum. These problems were discussed in the recent report of the Housing Management Sub-Committee of the Central Housing Advisory Committee, and the local authority associations are in consultation with the Department about this report.
