asked the Minister for the Civil Service what are the rules determining whether a civil servant travelling by air on public business abroad uses first or tourist-class accommodation.

In general, civil servants graded at Under-Secretary level and above travel first class, and the remainder economy or tourist. Others may, however, be allowed to travel first class where special circumstances warrant it; in particular, those in the Assistant Secretary and equivalent grades may do so on journeys involving at least four hours flying time without a break.
