asked the Secretary of State for Wales if, in view of the impending local government reorganisation in North Wales, he will take steps to allow the review and amalgamation of parish councils to be carried out under the supervision of the current county councils; what is his policy on the community councils; and what role he expects them to play.

The answer to the first part of the Question is that it is for the existing county councils to decide whether to initiate the procedure for the amalgamation of rural parishes. As regards the second part of the Question, I must ask the hon. Member to await my proposals for local government reorganisation.
