Mr. Arthur Lewis

asked the Prime Minister why he will not establish a Public Office Appointments Board consisting of one senior Member of Parliament from each of the political parties represented in the House of Commons, the Chairman of the Public Accounts Committee, two senior civil servants, one being from the Treasury, a representative of the Trades Union Congress, and one from the Confederation of British Industry to advise and recommend to Ministers concerned who in the Board's opinion, would be the best persons to fill public positions on a full-time and part-time basis.

The Prime Minister

It is the responsibility of the Minister concerned to select candidates by the means he considers best. A Public Office Appointments Board such as the hon. Member proposes would delay the selection process, and would not be the most effective means of identifying the best people for public appointments.
