asked the Secretary of State for the Social Services whether, in view of the additional cost of purchase tax on animal foods at the present rate, he will consider making a special cash allowance to registered blind persons for the cost of feeding a guide dog.

No. For those not in work with low incomes special scale rates are available under the supplementary benefit scheme, and these take account of the extra costs of blindness.
