asked the Secretary of State for the Environment, as part of his forthcoming inquiry into lorry delay at the ports, if he will take into account the significance of the decline in over-side loading and unloading of ships in the Port of London and consider the facilities for, and organisation of, lighter traffic as a means of reducing lorry delays.

Following earlier discussions, a working party has been set up by the Port Users' Consultative Committee to consider the question of vehicle delays in the Port of London. I am sure it will consider all practicable ways of improving the present situation.
