asked the Secretary of State for the Home Department if he will introduce legislation to implement within the police service the general principles set out in paragraph 12 of the Industrial Relations Bill Consultative Document, namely, that every individual has the right to participate in trade union activities, that employees have the right to collectively negotiate with their employer, and that employees should be free to withdraw their labour: and if lie will make a statement.

The Police Acts 1964 and 1969 and regulations made under them prescribe that every member of a police force under the rank of superintendent shall be a member of the Police Federation and that negotiations on pay and related matters shall take place in the Police Council where the Federation is represented. Because of their special responsibilities policemen do not have the right to strike and the Police Federation for England and Wales recently affirmed that they do not want it.
