asked the Secretary of State for the Home Department if he will make regulations to raise the minimum age of committal to a borstal institution, with a view to averting any repetition of the circumstances in which a 15-year-old boy was recently detained before sentence in Oxford prison.

No. It would not be appropriate to do so now, in the absence of adequate alternative facilities for dealing with offenders under 17 who are now sent to borstal.
