Mr. Ian Lloyd

asked the Chancellor of the Exchequer (1) on what date the full text of the Financial Statement and Budget Report, 1970–71, was first transmitted to the printers at Her Majesty's Stationery Office;

(2) on what date the full text of the Financial Statement and Budget Report 1970–71, was set up in type; and how many persons had access to the set-up type matrices;

(3) at what time, and on what day, the first proof of the Financial Statement and Budget Report, 1970–71, was made available for correction; and how many persons had access to the proofs;

(4) what steps were taken to ensure that the information contained under the headings 1970–71 Estimate, After Budget Changes, in Tables 5, 6, 7, 8, 9, 10. 11, 14, 15 and 16 were not made available to Her Majesty's Stationery Office before the announcement of budget changes in the House of Commons.

The arrangements for printing the Financial Statement and Budget Report, 1970–71, so that it was available to the House at the end of my right hon. Friend's Budget Statement, necessarily involved giving the material to Her Majesty's Stationery Office before he made his Statement, but the security of future Budgets could be prejudiced if details of the printing arrangements became public knowledge.
